Have a Star Shooter pinball that has tilt lit. I have removed the board and powered on machine. Displays come on indicating a board issue. I have 5 volts across c19. I suspect an ic chip at ic27. Does anyone know if this is part of the reset circuit? Any help or knowledge on these pins would be greatly appreciated.

I don't know if you have got things working or not. But, I recently (past 5 years) had the same issue. I have had my Star Shooter 31 years now (1983). I had a well-known (personally) amusement company in Ames, Iowa work on it and ended up sending the MB to Vancouver and some company there had to make a new chip. Still works great. K&D Amusement ask for Ron (owner). I'm Jeremy living in Marshalltown, Iowa. Good Luck.
