Alien Poker no boot. (No LED flash)

Hi all, trying to get an Alien Poker going that I bought as a non-working project. I get no flashes on the LEDs on power-up. They're turning on and staying on.

I just rebuilt the power supply and replaced the 40 pin interconnect and have good voltage readings everywhere I have looked.

I am aware that the problem could be a number of things. I just ordered a ROM burner and some EPROMs to start testing, but until then I was going through Mark's System 6 guide.

One thing his guide says is that the Crystal Oscillator should output approximately 3 volts to pins 38 and 39 on the CPU. When testing mine I am getting approx 1.4 volts. Does anyone know how accurate this is? Does this mean the Oscillator is definitely bad or should I wait to test with the test rooms before replacing it. Every other voltage I have tested is right in spec.
