correct. They are already jumpers, not really resistors.
Check to see that your switches aren't installed with one of the switch blades reversed. Almost all solid state Williams pins up to system 9 had the leaf switches assembled backwards with one gold contact facing the correct direction and the other one with gold contact facing outwards and the non plated rivet facing the other gold contact instead. Makes for a crummy connection. Flip the switch stacks (super PITA!!) or buy new switches. Might be easier to replace with micro switches.
