I am going to revive this old thread as I am experiencing the exact same issue on my Aladdin's Castle. I will pick up from Rolf's last post and try and eliminate Aladdin's Alley stepper position zero from the equation and will post back the results.

It was in fact a mechanical issue. I was able to salvage a bonus stepper from a Bally Freedom of the same vintage which was marked with Bally factory marker as 1066, and swap it. Now everything is counting down perfect! It was not electrical/switch related at all.
Here are a couple of pictures. Notice how much wear there was in the metal that I highlighted with the arrows. I am thinking that may have been part of the problem. The new one I installed had hardly any wear at the same spot.
