The inserts all got drum sanded back in the day before art was applied to the playfield. This would remove any frosted finish on the insert, unless you consider the sanded finish of the insert the frosted finish. In my experience with restoring an OEM AFM playfield, the art was missing on two (2) inserts. I thought the inserts would be good to go as long as I reproduced the art directly on the drum sanded finish, which I did. However, when applying clear over them, they looked crystal clear and they didn't match the rest of the OEM inserts with their "milky" look. I then had to sand/strip my clear and mix up some light grey with the clear and I then had to spot clear this milky light grey/clear mixture over the repaired inserts to get the matching OEM milky clear look on the repaired inserts so they'd match the OEM inserts.
Reading RGP years ago, some people suggested that this milky layer was not part of the Diamondplate clear coating but was some type of a "sanding sealer", applied before the Diamondplate, after the drum sanding operation.
