I use Pinball Maps to find games when I’m traveling. Per that website, There are a few LOTRs in the Tampa area:

1. Kahuna’s Bar and Grill in St. Pete;
2. Replay Museum in Tarpon Springs (lots of puns there, including newer Sterns); and
3. LaLa Land Liquor & Lounge in Lakeland.

If you have some time, try to play it before you buy. The quality of the build of machines has improved since 2003.
