Hurricane ferris wheel issue

Hey all,
A friend and I refurbished a nice Williams Hurricane.
The drive belt on the ferris wheels was hardened so we removed it and put on a new one. We made the primary adjustment on the ferris wheel adjustment bracket but still it doesn't turn properly with any consistency.
This is what happens.
Sometimes the back (blue) ferris wheel barely spins, sometimes in spins slowly, and sometimes it spins at a normal speed. There is no pattern as to when it works, or doesn't. The front wheel (red) spins perfectly.
From what I can tell, the drive belt while new, is "slipping" on the back wheel.
Again, sometimes it works fine, sometimes it moves slow, and sometimes it moves like a glacier. It can stop, slow down, or turn fine during the course of a single game.
I'm at a loss. Anyone out there have any suggestions? I'd love to hear them. Thanks!

Use a 6" rubber belt instead of the urethane stock belt.
