No light on the opto board for definate sure means no power. If you have power at J116 at the correct pin, power flows to J2 or J3 on the opto board, whichever plug is actually used. No need to check continuity, just check volts. If volts are on J116, but not on J2/J3 the wiring is broken somehow between the points.
