If you have one switch on the relay being used, and that switch is normally open, you should suspect that the switch is handling a different voltage than the voltage into the coil. (Otherwise, why not just feed the voltage to whatever is being switched on?) I suspect either an extra light on top of the backbox, or maybe even a ticket dispenser.
