I have a Vault edition and measured my lights. The #44 GI is 5V DC (4.8) just like it should be with base being - ground and center tip +.
The flasher on the other hand could not be measured with my digital meter, so I might not be as helpful as I thought I could be. The bulb is 13V and I'm pretty sure it's DC wish I had a print diagram to verify that. I do believe the polarity is switched as wired, not a problem though. But it is not what you would assume that the base would be negative. I see your issue. I've seen LED bulbs that are polarity sensitive and some that aren't.
