I assume it means just your best, since you can delete your lower scores. Would not be fun to see the same name holding half the slots on the first page.
When setting high scores on route it can't be avoided, but we can delete lower scores in this case.
An example is how they do the leader board on The Pinball Arcade simulator game. Only your best score is saved to the 'all time leaderboard' and lower scores are not shown. Imagine my #168 all time on EBD leaderboard would more like #10186 with all the times the best players play again and again.
I imagine Pindigo the high score tracking social app works that way too.
