That's not GI, it's a flasher. The rectangular things are resistors, they were used in the circuit to help keep the bulbs from blowing. Flashers are driven like solenoids and should activate in solenoid test. During the game they will flash when certain things are scored. I don't have a GL so not sure when they should activate. It appears GL has no GI under the lane guides.
The other 89s under plastics are also likely flashers.
