8 ball deluxe limited edition no sound

From my own testing and from what my pin repair friend has told me....

Amplifier is good
U12 chip is good
I get only 3 flashes on the sound board
I swapped the u11 chip with a supposedly working one to no avail
I swapped the entire sound board (did not swap sound roms) and I just get a solid LED on that board.

Here is some info:

The 680x attempts to write too the internal registers of the AY3-8912 PSG and
then read the data back using the PIA at U11 as a parallel interface. A pass
is indicated by the fourth flash of the LED. If the test fails - swap out the PIA
at U11 for another (the U11 PIA self test cannot test the input/output state of
the actual pins as there is no data "loop back" - it can only write to internal
I/O registers of the PIA, and whilst the PIA may test okay, the output
buffers may be faulty). If the fault continues swap-out the PSG and check the
sockets of both the PIA and the PSG.

Any suggestions and what does PSG stand for?

I swapped both chips and tested both sockets and all tests good but still only getting 3 flashes. What do I check next?

Do you have a schematic? Any inline diodes in the circuit?

Does pin 39 U11 show voltage? Or maybe check logic signal out? I am just talking out loud I really have no clue at this point just sometimes this will give OP ideas.

Caps replaced. Speech works now!

Do I understand correctly that after you replaced those caps the led flashed more than 3 times?

Which caps did you replace?

replaced all caps but 2 since they were missing from the cap kit
