'71 Williams Star Dust Blowing 24v fuse

A friend just inherited a Stardust that has been stuck in a basement corner for the last 15+ years.
When the power switch is thrown, nothing happens.
When you push the left flipper button, the GI lights turn on.
When you push the start button, the 15amp fuse for the 24v blows.

A quick visual inspection shows nothing out of the way.
I'm not sure where to start.
Any suggestions on where to start looking to find the short?

Nope, no rectifier on this game.
