68 volt issue, Data East Power Supply

68 volts is measuring 46 volts. All other voltages are good. The display is scrolling bottom to top, split in the middle and both sides out of sync.

Replaced the 68v and 3.9v Zeners. Resistors measure okay. Transistors check okay using DMM.

Any ideas?

This is on Hook.
Also forgot to mention the it still measures 46v with the display disconnected.
