You might want to do as Pdxmonkey said and after round 1 the 8 people who didn't make it all tie for 9th if that's allowed. It sucks to have half the people have to stand around or leave, but we have had the things go many hours with over 40 pins to play.
If you have 8 games and 16 players people should never be waiting (long anyway). Plan out in advance so the winners bracket and losers side play four different games in the second round to avoid over lap.
