It looks like it has a pretty garden variety 1:10 circuit for the match lights, another 1:10 circuit for the match calculation, and an alternating circuit for the Change relay. It wouldn't be hard to build a Gottlieb AS relay to do this. It would take some careful splicing to get the 25 connections right but it wouldn't be especially hard. You might also need to add a series resistor to the stepper coil to drop it down to 25 volts from 30. There's probably an equivalent Bally or Williams stepper that could be adapted too.
