unplug the power cable to your dot matrix display and retry. Are you sure the fuse that's failing is for the display, double check this, ok.

When the display goes out do your controlled lamps go out as well?? Is the fuse your calling a display fuse located on a board, or remote mounted in it's own holder on the metal backboard?

well then next I would unplug the power cable at the display, replace the fuse, and power back up, see if fuse blows. if it still does the issue is in the circuit that supplies power to the display (on the power board)You also need to meter all the voltages going to your display (5) and make sure they are correct. Some are generated on the power board and one may have failed.

.25 of a amp on a fuse fating will make no difference. 1/2 fuse will pop right away too.
