    I understand very cheap transformers can be obtained to do this job. Im wondering if there is a way to fab up a circuit board power supply to do this electronically so no current is wasted like there is on a transformer.

    I would need 10va ~ 20va max.

    No circuit or power transformation solution is 100% efficient, there is loss in every method available to do this so why spend more for something electronic based that could fail, will generate heat, etc when a simple, low-cost transformer will do the job?

    Buck converter? I think that's DC only, though.

    Additionally, the transformer is lower loss than those other methods would be. The only downside to a transformer that I can think of is that fluctuations in the input level will show up in your output. If the output doesn't need to be a rock solid 24VAC, the transformer is the best method, IMO.

    You could use resistors, but they'd need to be high wattage. Naturally, they would get very hot too.

    Best to use a power transformer.

    You can refer to this as a doorbell transformer. They are very common and available in many places. The loss in a transformer like this is negligible. Here is one example available at Lowes:
