Yes, you can jumper the non-black wire of the 1000 point score unit coil to the non-black wire of the 10,000 point score unit coil. Then, actuate a 1000 point target on the playfield, and that should make both score units advance.
If the 10,000 score unit does not advance when you do this test, it could be that the score unit drive coil is OK but the score unit is mechanically broken in some way, and that is preventing it from advancing. On Bally EMs, sometimes the coil plunger breaks off from the nylon drive arm of the score unit, and that will cause a score unit to stop stepping. Or, the score unit could be gummed up or in some other way mechanically jammed.
In any event, since this particular score unit never moves (even during reset), it would probably be a good idea to check the mechanical action of the unit and confirm that you can you step it up manually, if you haven't already done that.
