Try this: Cut a piece of paper towel slightly larger than the area you're working on. Spray the piece of paper towel with WD-40 until it's wetted (but not dripping) and lay it flat on top of the area you're trying to clean. Allow to set for 15 to 20 minutes and then try gently to remove the tape with a fingernail, or the edge of a credit card. You many need to let the WD-40 set longer depending on the condition of the adhesive on the tape. Repeat as needed until you can wipe all the adhesive off.

Probably. I don't know how well peanut butter works for tape adhesive, but it is good for removing chewing gum. There's some enzyme in peanuts that break it down.
