Gottlieb System 1 Buck Rogers Outhole Ball Kickout Issue

I am a new user and recently purchased my first pinball machine a Gottlieb Buck Rogers machine as a christmas gift to my wife. Thanks to everyone that contributes and helps problem solve due to your posts I have managed to make repairs and now I am up and running with the exception of one issue. My machine will not kick the ball out. The kicker works as I did a recommended ground test on the driver board and it will kick the ball out. My outhole sensor works and the machine knows when the ball has landed in the outhole. If I manually move the ball out of the outhole the game will start but I cant get it to kick the ball out automatically... Any assistance is appreciated.

What I have done.
- All ground upgrades on the three upper boards.
-New Power board (had a bad board not the proper voltage)
-Fuses all texted and checked
-Voltage verified at the boards
